Content not loading from cache in iframe / frameset

Ok, trust me, I have a legit reason to be using iframes and in another case, a frameset (yes, I know framesets are obsolete from HTML5 ) Anyway, my issue is that for whatever reason various / all browsers (Chrome, Firefox etc) will simply not utilize the cache when content is framed. It makes a request for all of our cached images, CSS, Javascript - including Javascript for jQuery hosted by Google and Google Analytics ga.js. When the content is loaded normally, not within a frame, the cache is utilized correctly. I could only find this discussed on the net in one other place and there were no valid answers or clues for the problem. It's really odd and really annoying. Any ideas? I was hoping someone smart at WHT could help out here.
